Springfield (Jacksonville)
Springfield was established in 1869 immediately north of downtown Jacksonville and saw its concentrated development from the early 1880s through the 1920s. The Springfield Historic District was added to the National Register of Historic Places on January 22, 1987 (ref. 86003640) and is also a locally designated historic district covering roughly 500 acres and 119 city blocks, bounded generally by Hogans Creek on the south, railroad lines on the north and east, and Boulevard on the west. Two commercial corridors run along Main Street and 8th Street, converging near the district's center.

CDD and HOA
No CDDs — historic urban neighborhood.
No mandatory HOA. Instead, exterior changes are governed by the local historic district review process: a Certificate of Appropriateness (COA) is required for all properties in the district for exterior work — including window and siding repair, roofs, fences, doors, driveways, and sheds — in addition to building permits. Minor work can be approved administratively; larger projects go to the mayor-appointed Jacksonville Historic Preservation Commission, which meets monthly, with JHPC review fees listed at $315-$610. Before you make an offer here
- Does this specific exterior project (windows, siding, roof, fence, driveway) require an administrative COA or full Jacksonville Historic Preservation Commission review, and what is the timeline and fee?
- Is the house a contributing or non-contributing structure in the district, since design-guideline strictness differs?
- What will a four-point inspection show for wiring, plumbing, HVAC, and roof age/condition, and are any systems likely to require replacement for insurance eligibility?
- Is there a documented permit and COA history for prior renovations on the property?
- Does the project qualify for the City of Jacksonville historic preservation ad valorem tax exemption on the added value from a qualified rehabilitation (application to the Planning and Development Department before work begins, Secretary of the Interior's Standards, City Council approval)?
- What FEMA flood zone applies to this specific parcel — Zone X on interior blocks versus AE along the Hogans Creek edge — and is flood insurance required by the lender?
