Neptune Beach

Neptune Beach is a small independent municipality (roughly 2.5 sq mi) between Atlantic Beach (north, across Atlantic Blvd) and Jacksonville Beach (south, at Seagate Ave), running from the ocean west to the Intracoastal marsh. Housing was built out largely from the 1930s-1960s as cottages and ranch homes on the original surveyed grid east of 3rd Street, with continual post-2010 coastal-contemporary rebuilds; west of 3rd Street are 1960s-1980s subdivisions on larger lots. It shares the Beaches Town Center commercial district with Atlantic Beach.

Housing stock

Predominantly single-family; eastern blocks are 1940s-1960s cottages and ranches mixed with new two-story rebuilds; a small number of low-rise condos and townhomes near the ocean and along 3rd Street; west-side subdivisions (e.g., Neptune By The Sea, Seagate area) 1960s-1980s. Prevailing original lot dimensions are 50 x 105 ft, with some 60 x 120 ft (Beaches Museum).

Flood zones

Current FIRM effective November 2, 2018. Oceanfront parcels are typically VE (coastal high hazard); many parcels one or two blocks back are AE or X, with AE exposure again on the Intracoastal/marsh side to the west. The city's floodplain ordinance (No. 2023-11) requires the lowest horizontal structural member to be at least 1 ft above BFE in VE and Coastal A zones and prohibits fill in the floodway. Neptune Beach participates in the NFIP CRS and the Floodplain Manager provides map determinations. Verify parcels at msc.fema.gov.

Insurance factors

All parcels are within 3 miles of the coast and in the wind-borne-debris region; roof age (15+ years scrutinized), wind-mitigation credits and distance to ocean drive premiums; Citizens is common for older near-ocean cottages. The few condo buildings of 3+ habitable stories fall under milestone inspection (25 years within 3 miles of coast, then every 10) and SIRS requirements.

Getting around

Atlantic Boulevard (SR 10) forms the northern boundary and crosses the Intracoastal via the Atlantic Blvd bridge; 3rd Street (SR A1A) and Penman Road are the north-south routes; Seagate Avenue/Florida Blvd connect to Jacksonville Beach. Before you make an offer here

  • Confirm the FEMA zone and ask for an elevation certificate; for VE/Coastal A parcels, verify the structure meets the city's BFE+1 ft freeboard rule if recently built or substantially improved.
  • Order wind-mitigation and 4-point inspections; check permit history for roof, electrical and plumbing on 1940s-1960s cottages.
  • Do not underwrite on short-term rental income: rentals under 28 days are prohibited in residential zones.
  • Check for unpermitted additions/enclosures common on older cottages via the city Building Department.
