St. Johns / RiverTown · Shearwater · SilverLeaf

Northern St. Johns County's master-planned-community corridor southwest of Jacksonville, organized around County Road 210, State Road 13, Longleaf Pine Parkway, Race Track Road, and I-95/SR 9B. RiverTown (Mattamy Homes, roughly 5,000-acre master plan on SR 13 along the St. Johns River), Shearwater (Freehold Communities, about 2,855 residences at buildout off CR 210 at Trout Creek), SilverLeaf (Hutson Companies, 11,000+ acres with over 4,350 acres of preserves), Beachwalk (1,200 acres within the 3,000-acre Twin Creeks PUD at CR 210/US 1, with a 14-acre Crystal Lagoon), and the earlier Durbin Crossing and Aberdeen communities make up most of the corridor's housing. The 1,600-acre Durbin Park mixed-use project at I-95/Race Track Road anchors corridor retail.

Housing stock

Mix of mid-2000s-era and current new construction. Durbin Crossing and Aberdeen date to the mid-2000s development wave (RiverTown's original Rivers Edge CDD was established in 2006); Beachwalk homes (Key West/West Indies-styled, priced high-$300s to $800s at 2018 launch) and Shearwater date from the mid-2010s onward; SilverLeaf and newer RiverTown phases are active new construction. Product types include single-family homes, townhomes, and duplexes; RiverTown homes span roughly 1,206–4,461 sq ft with August 2026 list prices from about $260K to over $1.06M, on lots platted in 40', 50', 60', 70', and 80'+ width tiers per the Rivers Edge III CDD assessment schedule. Builders verified in the corridor: Mattamy Homes (RiverTown); Ryan Homes, Lennar, Meritage Homes, and Dream Finders (Shearwater); multiple builders under Hutson Companies' SilverLeaf master plan.

Flood zones

St. Johns County has participated in the NFIP since 1973 and holds a Community Rating System Class 5, which applies a 25% discount to NFIP flood policies countywide (effective April 1, 2023; top 17% of CRS communities for 2025). The county identifies heavy short-duration rainfall, seasonal high tides, and tropical storm surge as its primary flood drivers, and provides per-parcel zone lookup via the SJC Flood Zone Viewer (www.sjcfl.us/resource_library/flood-zone-viewer/) plus free FIRM determination letters from its Floodplain Management Team (904-827-6800). Corridor-specific water exposure is riverine/creek rather than coastal: RiverTown fronts the St. Johns River and Shearwater borders Trout Creek (its Kayak Club launches on the creek); community stormwater lakes and water-management systems in these communities are built and maintained through their CDDs. Insurance factors

Under the Florida Building Code, the wind-borne debris region covers areas with ultimate design wind speed of 140 mph or greater, or 130 mph within one mile of the coastal mean high-water line; St. Johns County directs applicants to determine per-site wind design and wind-borne debris criteria (2020 FBC/ASCE 7-16) through the ATC Hazards by Location tool, so opening-protection requirements are confirmed per address — this corridor sits inland near I-95, not on the coast. For the housing stock, mid-2000s-built sections (Durbin Crossing, Aberdeen, early RiverTown) now have roofs approaching or past 20 years unless replaced, which is where 4-point inspections (roof, electrical, plumbing, HVAC) become relevant to obtaining coverage on resales, while wind-mitigation inspections document FBC-era features (roof-to-wall attachment, roof deck nailing, secondary water resistance, opening protection) that drive Florida windstorm premium credits on both older and new product. CDD and HOA

Verified district names: Rivers Edge CDD (est. 2006), Rivers Edge II CDD, and Rivers Edge III CDD serve RiverTown (meetings at the RiverTown Amenity Center, 156 Landing Street); Trout Creek CDD serves Shearwater (amenity office 100 Kayak Way); Durbin Crossing CDD serves Durbin Crossing; Aberdeen CDD serves Aberdeen; Twin Creeks North CDD (established March 17, 2016 by St. Johns County Ordinance 2016-15) meets at the Beachwalk Clubhouse. These Chapter 190 districts finance and maintain roads, water management, conservation areas, water/sewer, landscaping, and amenity facilities via tax-exempt bonds; assessments appear as non-ad valorem line items on the St. Johns County tax bill (O&M portion varies annually with the adopted budget; debt portion is generally fixed for the bond term, and developers/owners can prepay capital assessments — Trout Creek bond payoff quotes via bondpayoff@rizzetta.com). The CDD communities also carry separate homeowners associations billed apart from the CDD tax-bill assessments: Shearwater's HOA is professionally managed by FirstService Residential (HOA manager listed alongside the Trout Creek CDD contacts), and the Trout Creek CDD FAQ distinguishes the district from 'the Trout Creek homeowner's association.' HOA dues vary by community and neighborhood/product type and cover covenant enforcement and common-area items not owned by the CDD, so buyers confirm the specific neighborhood's dues and CC&Rs in the association disclosure. Short-term rentals

St. Johns County's short-term vacation rental ordinance requires registration (annual renewal), a sample rental agreement, a local business tax receipt, a Florida DBPR transient public lodging license, and a Florida DOR sales tax certificate, with occupancy capped at 2 transient occupants per sleeping room/common area (max 10, excluding children 12 and under) and parking at 1 space per 3 occupants — but its registration provisions apply to unincorporated areas EAST of the Intracoastal Waterway, so this inland corridor is outside that registration zone (state DBPR licensing and tax registration still apply to any vacation rental). The county STR hotline/code enforcement handles violations. Within the corridor, HOA covenants and CDD amenity policies can separately restrict leasing (minimum lease terms, amenity access for tenants), so buyers verify the specific community's CC&Rs. Getting around

The corridor is road-dependent: SR 13 and Longleaf Pine Parkway serve RiverTown on the west side; CR 210 is the main east-west spine serving Shearwater, Beachwalk, and SilverLeaf (a $35 million widening of CR 210 from two to six lanes was funded with the Twin Creeks/Beachwalk development); Race Track Road, SR 9B, and I-95 connect the corridor north toward Jacksonville. The 1,600-acre Durbin Park project west of I-95/SR 9B south of Race Track Road is entitled for 2.4 million sq ft of retail and 2.8 million sq ft of office at full buildout, with its 80-acre Pavilion first phase (Walmart, Home Depot anchored) already open. No commuter rail serves the corridor.
